Purpose:

This page archives recommendations from the UPC to Cabinet for stakeholder review and to the President for final review and approval.

Stakeholder Reviewer Notes:

All current recommendations from the Winona State University (WSU) All-University Policy Committee (UPC) and approved by Cabinet for stakeholder review are listed on the “WSU Stakeholder Review” webpage, including rationales for revision and suggested stakeholder reviewer deadlines to provide feedback. If this is the only “policy” listed on that page, there are no current recommendations awaiting stakeholder review.


 

Archived Recommendations:

The UPC presents two types of recommendations to the administration, both of which are logged on this page.

1. Recommendations to Cabinet for Stakeholder Review

The UPC presents recommendations to Cabinet on initial requests from Responsible Officers (or their designees) to propose new, update existing, or repeal (retire) current policies, procedures, and regulations. After Cabinet has approved these recommendations, the Policy Coordinator sends them to all stakeholder groups with a suggested deadline for providing feedback. 2. Recommendations to the President for Final Review and Approval

After reviewing the feedback, the UPC then generates a feedback report that is presented to the Responsible Officer. It later makes a recommendation to the President for final review and approval, including a copy of the feedback report and the Responsible Officer’s responses to the comments. The Presidential approvals page logs the actions of the President on these recommendations.

The 2023–2024 UPC chair has recommended that President Janz approve the following update to the 5-17A “Criminal History Records Information Checks” procedure regarding the Point of Contact (POC) and the Authorized Recipient Security Officer for CHRI (ARSO) roles:

WSU has designated the Assistant Director of Human Resources (ADHR) as both the POC and ARSO. The Assistant Director of Human Resources meets the following standards:

  • ADHR is a member of WSU’s authorized personnel group.
  • ADHR has completed a fingerprint-based background check and found appropriate to have access to CHRI.
  • ADHR is directly involved in evaluating an individual’s qualifications for employment or assignment.

WSU has designated the Associate Director of Security (ADS) as both the POC and ARSO. The Associate Director of Security meets the following standards:

  • ADS is a member of WSU’s authorized personnel group.
  • ADS has completed a fingerprint-based background check and found appropriate to have access to CHRI.

The chair accepted the argument from the Human Resources office that this does not represent a significant change that requires stakeholder review. He made this call, in part, because this is a very new policy but also because it is an important one for maintaining compliance with FBI requirements. He further recommended that, if the President approves this change, (1) the Policy Coordinator should inform the stakeholder leaders about this change; and (2) the President explicitly bring this up in the first fall semester Meet & Confer proceedings.

Records prior to January 2023 were much less organized, as the committee was still working out its communications protocol with the administration and dealing with ongoing pandemic complications. As indicated in the Presidential approvals log, very few policy and procedure sets were being reviewed by the committee; there were only 3-4 approved by the President each year.

A committee consisting of representatives from all bargaining units (IFO, ASF, MAPE, AFSCME, MMA), student senate, and the administration.

[1-1] Cabinet:

The individual administrators designated as members of Cabinet on WSU’s ‘Administrative Leadership’ webpage.

[1-1] Feedback Report:

A report summarizing the feedback received on a specific policy/procedure as well as the Responsible Officers’ responses to that feedback. The creation of these reports is overseen by the All-University Policy Committee.

[1-1] Policy Coordinator:

A University employee who has been designated to facilitate the creation, review, and maintenance of policies at WSU.

[1-1] Regulation:

The term that previously referred to all policies and procedures adopted by the university. According to Regulation 1-1 (adopted 12/28/1978 and last revised 9/17/2008), “The term University Regulations refers to those policies and administrative procedures established for the internal operation of WSU under the authority delegated by MnSCU. Encompassed in these regulations are those procedures adopted by the President to facilitate the routine and continuing functions of the University and to implement the governing rules, the internal rules, the system policies, state statutes, state agency rules, and collective bargaining agreements.”

[1-1] Stakeholder:

A group (such as a collective bargaining unit or Student Senate) identified by the All-University Policy Committee as having a personal stake in the development and implementation of a university policy or procedure. For this policy and procedure, the All-University Policy Committee and its members are defined as stakeholders and may participate in these processes.

[1-1] Responsible Officer:

A role within a responsible office vested with the authority to uphold a university policy and implement a university procedure housed within that office.

[1-1] University Policy:

A set of principles, positions, and rules having application throughout the university and intended to govern the actions of all employees, faculty, students, visitors, and others who come in contact with the university.

[1-1] University Procedure:

A clear explanation of how a policy is generally implemented at WSU.
