Creation of Institutes and Centers Policy (DRAFT)


Purpose:

This policy describes the rules, rights, obligations, and expectations involved in defining, approving, reviewing, and discontinuing Institutes and Centers at Winona State University.

Policy:

Institutes and Centers play a vital role in advancing Winona State University’s mission in research, scholarship, teaching, innovation, and community engagement. This policy ensures alignment with institutional priorities and effective use of resources. Existing centers listed in the addendum at the bottom of this policy (there are no existing institutes) are not subject to policy and procedures related to the creation of new centers or institutes outlined below. However, all centers and institutes, existing and new, are subject to Section IV. Reporting and Review and Section V. Discontinuance as outlined in the policy below.

Winona State University supports the establishment of Institutes and Centers that:

  • Advance the University’s academic, research, and service missions;
  • Promote interdisciplinary collaboration and innovation;
  • Increase external funding and partnerships;
  • Enhance the University’s reputation and community impact; and
  • Contribute to student learning and professional development.

All Institutes and Centers must operate under this policy and associated procedures. Units that do not follow the established approval process may not use the title “Institute” or “Center” in official University communications.

This policy applies to all academic, research, outreach, and public service entities at Winona State University that seek formal recognition as an Institute or Center.

A unit formed to support focused research, scholarship, teaching, or public service activities that may cross departments, schools, or colleges but are generally narrower in scope and resource commitment than an Institute. Activities serve the needs of faculty, staff, students, and the broader community.

[X-X] Institute:

A larger or more complex organizational unit that fosters multidisciplinary collaboration, often with broader strategic impact, sustained external partnerships, and significant resource commitments relative to a Center. Activities primarily serve the needs of individuals, groups, and organizations external to Winona State University.

[X-X] Proposal:

A formal document submitted for review that outlines the mission, scope, governance, resources, and alignment of a proposed Institute or Center with the University’s strategic priorities.
