Building Access and Security Policy (Draft)


Purpose:

This policy describes how electronic and key access to Winona State University (WSU) buildings is granted to employees and students in a way that maintains the security of the campus.

This policy draft is a proposed update for a legacy regulation:

This policy now states the basic rules surrounding who has the authority to issue keys and provide building access, and who may receive them. The updated procedure now states the processes in place for different constituencies. It doesn’t belabor the issue of paying fines for lost keys or the specific steps involved with returning keys. It removes references to law enforcement investigations determining employee liability.

Policy:

WSU employees receive electronic and key access to facilities and buildings as needed to fulfill their job responsibilities. WSU does not issue keys directly to students, but students with a designated need to access a building or room may be assigned a key by their department chair or student group advisor or granted electronic access. WSU Security, in consultation with WSU Cabinet, determines appropriate levels of electronic access for employees and students. WSU Facilities Services provides key access according to established rules and procedures and maintains accurate records of access rights and keys issued.
