Research and Teaching Animal Care and Use Policy

Purpose:

This policy assures that Winona State University (WSU) will comply with the Public Health Service (PHS) Policy on the Humane Care and Use of Laboratory Animals, and affirm the appropriate use of animals in research, teaching, educational display, and related activities.

Policy:

WSU will comply with all applicable provisions of the Animal Welfare Act, other federal statutes and regulations, and its PHS Animal Welfare Assurance for Domestic Institutions in the use of animals in research and teaching, irrespective of purpose or funding source.

WSU has established and will maintain a program for activities involving animals guided by the U.S. Government Principles for the Utilization and Care of Vertebrate Animals Used in Testing, Research, and Training and in accordance with the <i>Guide for the Care and Use of Laboratory Animals</i> (the <i>Guide</i>) and its assurance with the PHS Office for Laboratory Animal Welfare (OLAW).

This policy covers research, teaching, display, and related activities involving animals Public Health Service Policy on the Humane Care and Use of Laboratory Animals

Winona State University Animal Welfare Assurance for Domestic Institutions U.S. Government Principles for the Utilization and Care of Vertebrate Animals Used in Testing, Research, and Training when conducted by, or on behalf of, WSU faculty, staff, and students using university facilities or equipment, in the field, or at another institution because of sub-granting or sub-contracting research activities.

The president or delegate shall establish an Institutional Animal Care and Use Committee (IACUC) in accordance with federal regulations to review WSU animal care and use protocols, animal facilities, and the overall animal program.

The Vice President for Academic Affairs provides assurance of compliance with all applicable statutes, regulations, and guidelines and maintains and oversees the animal care program.

Refers to any live vertebrate animal (fish, amphibians, reptiles, birds, laboratory-bred rats and mice, and other lower vertebrates). For this policy, the term does not refer to the U.S. Department of Agriculture definition of animal, which includes any live or dead dog, cat, monkey (non-human primate mammal), guinea pig, hamster, rabbit, or other such warmblooded animal such as wild species of rats and mice.

Activities that include animals housed at WSU for display purposes but do not explicitly involve research or teaching. These animals do not include privately owned animals, such as pets, or service animals.

[3-32] Institutional Animal Care and Use Committee (IACUC):

The committee established by the president or delegate in accordance with federal regulations to ensure proper implementation of the WSU animal care and use program.
