Public Service Procedure (Draft)

Purpose:

This procedure describes the conditions under which Winona State University (WSU) services are made available for non-university purposes.

This procedure now designates the Vice President for Finance and Administration as the responsible officer. It clarifies the role that the Business Office plays in the process.

Procedure:

A. Service for Non-University Entities

Administrative and instructional service areas at WSU primarily support the mission of the university. When time and resources permit, services may be made available to non-university entities for other purposes according to the following conditions.

  • When scheduling work, priority is given to WSU projects.
  • When university resources are involved, reimbursement is required at a level that ensures no loss to the university or the state.
  • The WSU Business Office establishes reimbursement rates in consultation with the service area involved.
  • The Business Office bills the client upon completion or delivery of the work.
  • The Business Office reimburses the service area for actual expenses incurred in providing the service. Any additional funds received are deposited as determined by the WSU Cabinet.
  • University service areas do not provide political, religious, or other partisan support. However, political, religious, or other partisan organizations may rent space on campus for an approved function as detailed in WSU Policy 4-4, University Facilities and Space Use.
