Public Service Policy Regulation
Purpose:
This regulation describes how Winona State University (WSU) services and/or facilities may be made available for non-WSU purposes. This regulation is not intended to apply to services and/or facilities from the Revenue Bond fund (Student Union and Residence Halls).

Administrative and instructional service areas at WSU are basically intended to support the major mission of the institution. There may be instances where time and resources will permit the extension of certain services to non-university clientele. In scheduling of work, first priority must be given to WSU projects. Where such extension clearly does not conflict with the prime responsibility of the service area, the following rules will apply:
A. Services which involve the use of University resources will require reimbursement to the University at rates established by the University Business Office at a level which will ensure no loss to the State. In establishing the rates, the Business Office will take into consideration recommendations from the university service area. The WSU Business Office will bill the client upon completion and/or delivery of the work.
B. The university service area shall not perform political, religious, or other partisan support. This is not intended to prohibit or limit a political, religious, or other partisan organization from renting space on campus for a university approved function.
C. All funds are to be deposited with the University Business Office. The service area departmental account will be reimbursed only for actual expenditures from that account. Any funds collected in excess of that amount will be deposited in accounts to be determined by the Cabinet.
