This policy explains the rules, rights, obligations, and expectations related to the creation, publication, implementation, and maintenance of policies and procedures at Winona State University (WSU).

This regulation establishes a procedure for annually determining the level of the Winona State University (WSU) student activity fee and student union facility fee to be charged in the subsequent year (summer session, fall, and spring) in accordance with Minnesota State Board of Trustees Governing Rules.

This policy establishes the internal processes for the purchase of supplies, equipment, repairs, and miscellaneous items for all Winona State University (WSU) employees and departments to ensure consistency and accountability when using university resources.

This regulation establishes the procedure for the evacuation of all academic buildings at Winona State University (WSU) in the event of a fire alarm or other designated emergency as well as to establish the responsibility for evacuation of buildings and alerting the fire department and/or other appropriate emergency agencies.

This policy describes actions Winona State University (WSU) takes to adhere to the requirements of the Jeanne Clery Disclosure of Campus Security Policy & Campus Crime Statistics Act, also known as the Clery Act. Authorized representatives distribute Emergency Notifications to the WSU community when a significant emergency or dangerous situation occurs to protect the safety and security of the WSU campus community.

This policy describes how Winona State University (WSU) adheres to the requirements of the Jeanne Clery Disclosure of Campus Security Policy & Campus Crime Statistics Act, also known as the Clery Act, by designating Campus Security Authorities (CSAs). CSAs perform duties that are necessary for WSU to maintain institutional compliance with the Clery Act.

This regulation aims to insure efficient use of funds for the acquisition of library supplies and equipment at Winona State University (WSU), to prevent duplication, to encourage shared use, to insure conservation of university property, and to describe the procedures to be used so that library materials and equipment requests may be expedited.

This policy establishes the guidelines to be used at Winona State University (WSU) on the development and funding of Non-Credit (NC) and Continuing Education Unit (CEU) offerings. The primary result of the implementation of this policy will be:

  1. The creation of records of educational experience for learners to document their efforts at self­ improvement, increased vocational competence, and a commitment to lifelong learning;
  2. The creation of an institutional planning, implementation and recording capability for demonstrating an ongoing commitment to continuing education and community service functions; and
  3. The recognition of Adult & Continuing Education (ACE) as the central office for NC and CEU programs.

This policy describes the approval process to be used to accomplish all curricular changes at Winona State University (WSU), while recognizing the responsibility and right of the WSU Faculty Association (FA) to propose such changes. Curricular changes include proposals for the growth, reduction, revision, or discontinuation (banking) of an undergraduate or graduate program or course.

This policy applies to all proposed curricular changes involving:

  1. New/revised undergraduate/graduate courses and programs,
  2. Courses submitted for inclusion in the WSU General Education Program,
  3. Courses and sections receiving additional designations in the registration system, academic transcripts, and/or co-curricular transcripts, and
  4. Discontinuation (banking) of a course or program.

All approved course and program proposals are subject to policies on curriculum published by the Minnesota State Colleges and Universities central offices and Higher Learning Commission requirements.

This regulation details the steps to be taken by faculty/staff who are entitled to enrollment, on a space available basis, in courses at any university in the Minnesota State University System without payment of tuition or fees, except laboratory or special course fees. The faculty/staff member’s spouse or dependents may share this right within the limit established above, with waiver of tuition only.

This regulation establishes the method whereby faculty members at Winona State University (WSU) who are represented by the IFO may apply for sabbatical leave. Reference is made to Article 19, Section C, of the Agreement between the IFO and Minnesota State.

This regulation establishes the administrative procedures to be used in the promotion of faculty at Winona State University (WSU).

This regulation provides procedures and guidance for the professional evaluation of probationary and fixed term faculty at Winona State University (WSU) consistent with Article twenty-two (22) of the Inter-Faculty Organization (IFO)-Minnesota State Colleges and Universities System (MnSCU) Agreement.

This regulation establishes the administrative procedures to be used in the consideration of probationary/non-tenure track faculty for renewal/nonrenewal/tenure and to evaluate the performance of fixed-term faculty at Winona State University (WSU). Reference is to Articles 21, 22, 24, and 25 of the Agreement between the Minnesota State Colleges and University (MnSCU) Board of Trustees and the Inter-Faculty Organization (IFO).

This policy supports Winona State University (WSU) faculty- and staff-mentored student presentations at conferences and professional meetings of student research and creative projects.

This policy ensures that all academic programs, including undergraduate major and minor programs and graduate certificate and degree programs at Winona State University (WSU) are reviewed on a regular basis.

This regulation establishes a policy for course syllabus for for-credit courses offered by Winona State University (WSU) in accordance with Minnesota State College and University System (MnSCU) policy.

This regulation establishes the posthumous degree eligibility requirements for undergraduate and graduate students at Winona State University (WSU) and prescribes the procedures to be followed in making recommendations for awarding the posthumous degree.

This policy facilitates the awarding of Administrative and Service Faculty (ASF) Special Initiative Awards (SIA) at Winona State University (WSU).

This regulations establishes a system to monitor student employment at Winona State University (WSU) (including work study, student help, and graduate assistantships).

This regulation describes the method of processing a student grievance at Winona State University (WSU). This procedure shall not substitute for other grievance procedures specified in Minnesota State Colleges and Universities (MnSCU) Board policies, Winona State University policies and regulations, or negotiated agreements.

This regulation establishes the emeritus/emerita/retired with distinction eligibility requirements for faculty [members of the Inter Faculty Organization (IFO) and the Minnesota State Association of Administrative & Service Faculty (ASF)] and administrators at Winona State University (WSU) and to describe the procedures to be followed in making recommendations for the awards of emeritus or retired with distinction status.

This Regulation describes the method to be used in accomplishing employee evaluation/development plans for Administrative and Service Faculty (ASF) employees at Winona State University (WSU). Employee evaluation/development plans provide an effective means for defining individual goals and communicating performance feedback to employees.

This regulation describes how Winona State University (WSU) honors employees whose service with the University has reached ten (10), twenty (20), thirty (30), or forty (40) years and those employees who have retired or have given notice of intent to retire during a given fiscal year. In addition, the President may designate other employees for special honors.

This regulation establishes guidelines to be used in implementation of flextime work schedules at Winona State University (WSU).

This regulation prescribes the procedures to be used by unclassified employees at Winona State University (WSU) requesting authorization to be absent from campus.

This regulation establishes a training policy for the classified employees of Winona State University (WSU), consistent with the Rules and Regulations of Minnesota Management & Budget (formerly the Department of Employee Relations – DOER). Training is an activity designed to improve and/or increase the skills, knowledge, and abilities of employees.

This regulation establishes the method used to distribute Achievement Awards for classified employees covered by the MAPE, MMA, MNA bargaining agreements and the Commissioners Plan at Winona State University (WSU). Achievement Awards exist to compensate employees for meritorious performance.

This regulation articulates the procedures that are followed when it becomes necessary to close the Winona campus of Winona State University (WSU), to begin daily operations later than regularly scheduled, or to cancel academic or non-academic activities due to inclement weather or other emergency conditions. A second purpose is to describe work conditions that prevail during the time that the university is closed. A third purpose is to describe procedures that are followed when an employee is unable to meet work responsibilities because of inclement weather.

This regulations describes how Winona State University (WSU) administers the review process for dealing with position description disputes for employees in the American Federation of State, County, and Municipal Employees (AFSCME), Council 6 bargaining unit.

This regulation aims to maintain consistency in news style and avoid duplication of news and information disseminated to the media from Winona State University (WSU), to keep a current master calendar of campus activities, and to enhance media relations through one (1) liaison to avoid confusion.

This regulation aims to promote the interests of Winona State University (WSU) and to establish mutually beneficial relations between the University and its alumni. To promote the welfare of the alumni, students, and faculty of WSU and its predecessor, Winona State Teachers College, and Winona Normal School.

This policy ensures the Winona State University (WSU) community can locate and understand their responsibilities and business practices associated with Information Technology (IT). This policy recognizes the external Laws, Regulations, Statutes, Policies, Frameworks, Guidelines and Minnesota State System Operating Instructions that Winona State University is obligated to enforce. This policy tasks and authorizes the Chief Information Officer to adopt and implement local IT policies that address these requirements.

This regulation establishes and set forth the State’s policy regarding alcohol and other drug use in the workplace as it applies to Winona State University (WSU). It is the State’s policy to maintain a drug and alcohol-free workplace.
